Tassaduq’s unlawful encroachment

Yet to become himself a law maker the Chief Coordinator of the Chief Minister’s grievance cell Tasaduq Mufti also the brother of Chief Minister Mehbooba Mufti has virtually encroached upon the administrative jurisdiction of the ministers by call upon a meeting of top bureaucrats also attended by Chief Secretary to review the pace of developmental works in the state. After his appointment as Chief Coordinator of the Chief Minister’s grievance cell, Tassaduq Mufti reserves the right to hear the grievances of the people and forward them to the ministers, administrative secretaries and directors for appropriate action but he has no legal, constitutional and administrative right to convene a meeting of the Chief Secretary, administrative secretaries and directors to take stock of the development works. Even the incumbent ministers are not obliged to hold the meetings of the officers of such departments the portfolios of which are not held by them. Merely being the Chief Coordinator of the Chief Minister’s grievance cell and the brother of incumbent Chief Minister does not give Tassaduq Mufti the right to convene meetings of the major heads of departments for reviewing the progress of development works in the entire Jammu & Kashmir state. Even if Tassaduq Mufti would have been an elected Member Parliament or Member of either of the two houses of the state assembly he could have convened the meetings of the officers of his constituency only but not a high level meeting of the major heads of departments to review the pace of development works in the entire J&K state .

Even without holding a marathon review meeting Tassaduq Mufti could have enforced his decision through concerned ministers. Failing to understand the political implications of a controversial decision Tassaduq Mufti has given his critics an ample opportunity to question his political maturity.

By tending to be what he is not, Tassaduq Mufti has unnecessarily attracted the criticism of the main opposition National Conference on legal and constitutional grounds. Even without holding a marathon review meeting Tassaduq Mufti could have enforced his decision through concerned ministers. Failing to understand the political implications of a controversial decision Tassaduq Mufti has given his critics an ample opportunity to question his political maturity. Even as the Chief Coordinator of the Chief Minister’s grievance cells Tassaduq Mufti can prove himself a man of greater political wisdom but he won’t be able to do so by taking provocative decision which have political implications.
